Lithuania is publishing a manual to advise citizens on how to respond to threats amid fears Russia’s intervention in Ukraine could spread to the Baltic countries.

Residents of the former Soviet state are advised to launch cyber attacks and organise demos via Facebook and Twitter to resist occupation.
