The controversial 26-year-old striker made 28 appearances and scored just four goals in a disappointing two-year spell at Anfield after joining from AC Milan.
Balotelli returned to Milan on loan last season but hit the net once in 20 appearances.
The Italian will hope to fare better on the Cote d’Azur where he’ll be looking to revive his stuttering career.
