The president of the European Commission has defended his decision to attend the St. Petersburg International Economic Forum in Russia on Thursday.

Jean-Claude Juncker said it was common sense to talk to Moscow despite lingering tensions over the Ukraine crisis.

Juncker said the EU and Russia have a shared responsibility to work together.

He said the next step is full implementation of the Minsk agreements, which he said is the only way to lift the economic sanctions that have been imposed on Russia.

The Minsk peace agreement was brokered last year to end the conflict in east Ukraine but the deal has stalled as violence in the region continues
