Leaders in EU states used migration to stoke fear, justify abusive policies, and block meaningful reform last year, even as arrivals at borders decreased, Human Rights Watch said today in its latest World Report.

In its European Union chapter, Human Rights Watch highlights developments in ten EU member states and union-wide developments on migration, asylum, discrimination and other topics.
