The VW driver took full advantage of a puncture for early rally leader Ott Tänak on the penultimate stage to claim only his second career victory.
Estonian Tänak, who was hunting his maiden win, led for almost the entire event, but saw his 18.6 second lead painfully evaporate due to the puncture.
Tanak had to settle for second while Australian Hayden Paddon placed third.
Sébastien Ogier, who holds a 51 point lead over Mikkelsen in the season standings, was sixth.
