Heads of state from Europe and Latin America have arrived in Mexico for the 24th Ibero-American summit.

The theme this year is “Education, Innovation and Culture”.

Security was tight in the host city of Veracruz reflecting in part the tension in Mexico following the abduction and feared massacre of 43 students by a police-backed gang.

Ibero-American nations are looking to give the struggling summit a new vision – last year only 11 out 22 leaders attended the Panama Summit.

In future they will be held every two years.
