Germany is the EU country which welcomes the most non-EU citizens who fled Ukraine after Russia's invasion. Nearly half of Ukrainian citizens who escaped are adult women.
In December 2024, nearly 4.3 million non-EU citizens who fled Ukraine after the invasion by Russia had temporary protection status in the EU, under an exceptional arrangement for displaced non-EU nationals who cannot return to their home country.
Russia (12,381), Nigeria (4,988), and Azerbaijan (4,235) are also among other non-EU countries with citizens under temporary protection, according to the latest Eurostat figures.
The EU countries receiving the most people with temporary protection from Ukraine are Germany at 27.3% of the EU total, Poland at 23.3%, and the Czech Republic at 9.1%.
Between November 2024 and December 2024, there was an increase of over 25,590 people under temporary protection in the EU, which represents a total rise of 0.6%.
The largest increases were also observed in Germany with 8,830 additional people, Poland with 3,705, and the Czech Republic with slightly 3,435.
The number of people under temporary protection decreased only in Denmark (-1,995), Italy (-1,310), and France (-595).
Compared with the population of each EU country, the highest ratio of temporary protection beneficiaries per thousand people was observed in the Czech Republic (35.7), Poland (27.1), and Estonia (25.8).
Who are the people fleeing Ukraine to the EU?
Ukrainian citizens represented over 98.3% of individuals under temporary protection in the EU.
Adult women made up almost half of this number (44.8%), with the majority of them being between 35 and 64 years.
Adult men accounted for less than a quarter (23.2%) of the total.
Children represented nearly one-third (31.9%), with the proportion of boys and girls under the age of 18 years being 16.7% and 15.2%, respectively.
