The 27-year old Slovak was making her debut at the elite eight-player season-ending event.
She had already lost to Kerber in the round-robin phase but advanced out of the group and then booked her place in Sunday’s final after a thrilling three-set victory over Russia’s Svetlana Kuznetsova.
In the final Cibulkova found her rhythm early on to put two time grand slam winner Kerber on the back foot.
She raced into 3-0 lead and then went on to seal the first set 6-3 in just 30 minutes.
Despite being a tournament debutant Cibulkova played the showpiece match like a seasoned veteran.
She carried her momentum into the second set which she comfortably won 6-4 to claim the biggest win of her career – a win that moves her up to number five in the world rankings.
