The Chinese leader also expressed support for Cairo’s efforts to maintain stability, which have included a tough crackdown on dissent.
He is on a Middle East tour that signals his country’s push for greater influence in a region that provides vital oil supplies.
Xi praised Egypt’s efforts to strengthen its economy during talks with President Abdel Fattah al-Sisi.
The deals include electricity, infrastructure and transport project with investments that could total close to 14 billion euros as well as substantial loans and financing agreements with Egyptian banks.
Xi arrived in Egypt from Saudi Arabia and was due to head to Iran.
