Chairman Jerrold Nadler declared last month that his panel was proceeding with an impeachment investigation of Trump despite there being no vote to do so.

NBC News has obtained the 5-page resolution in which theHouse Judiciary Committee has laid out the parameters of what the panel is calling its ongoing "impeachment investigation" of President Donald Trump.
