Jean Claude Juncker and Donald Tusk published a letter to the British government to provide reassurances over the backstop as MPs prepare to vote on Theresa May's deal on Tuesday.

He has urged them to take part in a nationwide debate where they will be able to say how they feel on issues ranging from migration to taxation.
