The Australian BMC rider finished safely in the pack following the sixth a final stage that took place on a 90 kilometre street circuit in Adelaide and was won by fellow countryman Caleb Ewan.
Between the pair they won all the stages this edition with Porte claiming two and Ewan four of the tests.
Ewan held off World champion Peter Sagan in a sprint finish to celebrate his seventh victory of the season.
Colombian Esteban Chaves finished second in the overall standings, 48 seconds down on Porte.
