The German Chancellor Angela Merkel has begun her ninth official trip to China with an appeal for an independent judiciary. Speaking at Beijing university she stressed the importance of the rule of law and the need for a level playing field for foreign firms. Her visit comes in the midst of anger in Europe over Chinese steel exports.
