Romelu Lukaku struck from outside the box to open the scoring for the hosts.
But poor defending by Marc Wilmot’s men saw Norway equalise through Joshua King after 21 minutes.
Veton Berisha put the visitors ahead three minutes after the break.
But headers by Eden Hazard and Laurent Ciman four minutes later saved the home team’s blushes.
Belgium, second in FIFA’s world rankings, are facing a crisis in defence, marked by the absence of captain Vincent Kompany, Nicolas Lombaerts, Dedryck Boyata and Bjorn Engels, all ruled out of the tournament in France with injuries.
Despite being one of the tournament’s favourites, the performance will surely give hope to Belgium’s Group E rivals Ireland, Italy and Sweden.
