Locals have been caught unaware by the intensity of the weather.“As a community, this is not the first time it has happened, but it is the worst that I have seen in 26 years.”

On the other side of the country, the tail end of Hurricane Dolores continues to drench Southern California with rain, an estimated three centimetres an hour.

Mudslides east of Los Angeles have flooded homes and damaged roads.

Part of Interstate 10, the main route between California and Arizona, has been swept away by the torrent.
