The commission has been on a three-day visit as part of the process to decide which city will host the 2024 games.
Head of the Evauluation Commission, Patrick Baumann, said: “Paris 2024 has developed an excellent proposal.
“It’s built on a very solid concept of the games with remarkable sites, built around the most extraordinarily beautiful historic buildings and places around Paris.”
Paris is competing with Los Angeles, whose bid was assessed earlier this week.
Paris has not staged the Games since 1924, while Los Angeles last hosted the Olympics in 1984.
The final IOC vote will be held on September 13 in Lima.
