The only goal in the match was netted by Laszlo Kleinheisler, who was making his debut for Hungary.
The two teams will meet again in Budapest on Sunday.
Meanwhile, the other six teams vying for a place at the Euros next year in France will battle it out on Friday.
Bosnia Herzegovina will host Ireland.
Slovenia will travel to Ukraine and Sweden will take on Denmark at home in Stockholm.
