George W Bush and Valdimir Putin have held face to face talks at the G8 summit in Heiligendamm, Germany.
The Russian president called on the US to work with Russia on the divisive issue of missile defence.
Putin suggested both Washington and Moscow use a radar system in Azerbaijan to create a defence shield to embrace the whole of Europe.
Putin said: “We should use the radar system rented by us in Azerbaijan known as Gabala. The whole system which is being built will cover not just part of the continent but the whole of Europe without exception.”
The US president agreed with the need for cooperation.
Putin has been on the attack since Washington announced it planned to deploy 10 interceptor missiles in Poland and a radar in the Czech Republic.
