Ukraine's National Police said Russian forces launched an air strike on the southern port city of Odesa in the early hours of Tuesday.
Four children are among the civilians injured in the attack which also damaged houses, shops and cars. One house was partially destroyed.
Emergency services personnel helped rescue residents from burning and damaged buildings.
The Odesa regional governor said the strike involved the use of drones.
