Did France fail to spot terrorist threat?

<p>The Toulouse shootings suspect Mohamed Merah has refocused fears that there are dozens of so called ‘Lone Wolf’ terrorists in Europe. </p> <p>Like Anders Brevik in Norway last year, it is suspected Merah may have worked alone, making him extremely difficult for authorities to track and stop. </p> <p>To get a better idea of the problem and whether France failed to detect the danger, euronews’ Audrey Tilve spoke to Claude Moniquet, a former agent in the French Intelligence services and now Director of the <span class="caps">ESISC</span> institute in Brussels.
