Mayer, who unexpectedly replaced in-form Juan Martin del Potro for the deciding match, prevailed 4-6 6-3 6-2 6-4, propelling the South American nation into their first final since 2011.
Elsewhere, Marin Cilic sent Croatia into the showpiece match with a straight sets win over Richard Gasquet.
The world number 11, who relied on his big serve throughout the contest, dominated the Frenchman from the outset, eventually winning through 6-3 6-2 7-5.
