In Bulgaria, at least 16 people are reported to have been killed after torrential rains and floods hit the east of the country.
In the port city of Varna, the scene of some of the worst destruction, a state of emergency has been declared.
Many drivers had to be rescued after sudden flash flooding swept away their cars.
Hundreds of residents have been left without electricity.
One local man said: ‘‘I’m 61 years-old, I have never seen such a disaster like this in Varna before. It is unbelievable, unexplainable when you now look at all the damage this flood has caused.”
Roads turned to rivers in Varna on Thursday with the speed of the water surge taking many by surprise.
Weather forecasts say the extreme weather is set to continue.
