US National Security officials are said to be considering an amnesty for whistleblower Edward Snowden in exchange for the documents he took from the agency.
The move would at least halt the flow of incriminating publications showing the extent of US surveillance practices.
The US State department opposes any such deal,
its director says an amnesty would reward the leaks and potentially encourage future ones.
