Kosovo authorities say they will re-run local elections in the Serb-dominated town of Mitrovica, which were marred by violence at the weekend.
It comes as the prime ministers of Kosovo and Serbia held fresh talks in Brussels on how to integrate northern Kosovo’s Serbs in exchange for Belgrade opening negotiations to join the European Union.
The pact would see some 40,000 ethnic Serbs living under the full authority of Kosovo law.
Kosovo broke away from Serbia in 1999, declaring its full independence in 2008.
There is set to be a stronger NATO and EU security presence when the poll is eventually held again.
