At least three men have died in a series of Israeli air strikes on the Gaza Strip.
Hamas says the men were militants but Israel goes further by claiming they were preparing to fire rockets over the border and that is why the airstrikes were launched.
The operation was in retaliation for a series of attacks, including one that injured an Israeli soldier patrolling the border.
Israeli television reported that the airstrikes were delayed until after the visit of the Emir of Qatar to Gaza. The Emir is the first head of state to visit the territory since Hamas took power in 2007.
Keen to develop its own “soft power” in the region, Qatar has announced a total of 300 million euros in reconstruction aid for Gaza.
