Japanese Prime Minister Yoshihiko Noda has replaced five members of his cabinet as he plans to push ahead with new tax hikes.

Katsuya Okada, a former foreign minister, has named as deputy prime minister.

He’ll spearhead efforts to rein in the country’s bulging deficit, which include increasing sales tax and reforming welfare.
