The announcement of a winner in the Democratic Republic of Congo’s presidential election has been delayed for the second time this week.

The election commission says the results, first due on Tuesday, will now be declared later on Friday.

Officials blame logistical problems in the vast country but there have been complaints of violence and fraud.
