Psychiatrists in Norway have concluded that self-confessed killer Anders Behring Breivik is criminally insane.
They say he was pyschotic when he carried out two attacks in July.
Breivik could now avoid being sent to prison.
“They conclude that Anders Behring Breivik over a long period of time has developed the mental disorder of paranoid schizophrenia, which has changed him and made him into the person he is today,” said prosecutor Svein Holden at a news conference.
Prosecutor Inga Bejer Engh added: “If the final conclusion is that Breivik is insane, we will request the court in the upcoming legal proceedings to pass sentence by which Breivik is subjected to compulsory mental health care.”
Breivik’s attacks left 77 people dead and more than 150 people injured.
Disguised as a police officer, he planted a car bomb in the capital Oslo, which went off near government offices. Eight people were killed in the explosion.
He then travelled to the island of Utoeya, where a political youth camp was taking place.
Breivik went on a shooting spree for more than an hour, killing 69 people, many of them teenagers.
He has admitted carrying out the attacks, but denies charges.
In a manifesto published on the internet, Breivik said he was on a mission to defend Europe from a Muslim invasion.
