Well, they say a new broom sweeps clean. In his first meeting as boss of the ECB Mario Draghi has surprised nearly everyone by cutting base interest rates by a quarter-percent to one and a quarter percent.
The 23-member rate-setting council had been predicted to leave rates unchanged. Markets ticked higher on the news.
