Following a meeting attended by international political figures in Spain, mediators have called for ETA to declare an immediate end to violence.
The gathering could lead to the dissolution of the separatist group – which has killed over 800 people in 40 years.
Former UN Secretary General Kofi Annan, former Irish Prime Minister Bertie Aherne and Sinn Fein President Gerry Adams were among those in San Sebastian in northern Spain, helping to persuade the Basque separatist group to put down their arms.
However, no representatives from the Spanish government were there – it refuses to negotiate with ETA. Spain, the EU and the US describe ETA as a terrorist organisation.
