It is an agreement that observers say is likely to anger Pakistan.

India and Afghanistan have signed an agreement aimed at deepening their relations. One of the deals is for Indian troops to help train Afghan security forces.

Relations between India and Pakistan remain fraught and the issue of influence in Afghanistan is a new source of friction.

Afghanistan has also been voicing increasing frustration with Pakistan. Senior Afghan officials recently accused Pakistan’s intelligence service of involvement in the murder last month of Kabul’s main peace negotiator. Pakistan denies the claim.

The Afghan commission investigating the killing of Burhanuddin Rabbani is also accusing Pakistan of refusing to cooperate.
