Russian police have arrested a regional transport inspector along with the director of the company which owned a tourist boat that sank on the Volga on Sunday.
They are accused of actions which led to the boat accident and could face up to ten years in jail.
More than 100 people died in the incident including 23 children, 29 others are still missing.
Divers have widened their search for the bodies of victims, many of those who died were trapped inside the boat which after listing to one side sank in minutes.
Although 80 people were rescued and have given their version of events, its still unclear exactly why the Bulgaria sank so quickly.Officials say the boat was overloaded and in poor condition but are preparing to raise the vessel to discover more.
