Oldest Arab dynasty opens arms to change

The King of Morocco has spoken to the nation to announce sweeping changes to the constitution and governance. They go a long way towards enshrining a constitutional, not absolute monarchy, and the people will decide on a new Constitution in a referendum on July 1.
 
“The Constitution establishes a Prime Minister who will come from the winning party, who will lead the government, and executive power will be held by the party that has a parliamentary majority following direct elections,” said King Mohammed the 6th.
