An appeal to supporters of Muammar Gaddafi: drop him before it is too late.
It comes from the French and British leaders after a conference call on Libya with their German and US counterparts.
Foreign ministers from the countries enforcing a no-fly zone will also meet in London today to discuss what to do next.
David Cameron, the British Prime Minister, told parliament: “Libya’s new beginning requires three things – first to reaffirm our commitment to UN Security Council Resolution 1973 and the broad alliance determined to implement it; second, to ensure the delivery of humanitarian aid, including to those newly liberated towns; and third, to help plan for the future of Libya after the conflict is over.”
Cameron says the operations over Libya have had a “significant and beneficial effect”, and now the opposition must organise themselves for a transition to democracy.
