As the drama unfolded the South Korean President called an emergency meeting of the country’s national security council.
The meeting took place in an underground bunker, with President Lee Myung-bak ordering officials to respond sternly. But he also cautioned officials, saying they should ensure that the situation does not escalate.
The Japanese Prime Minister Naoto Kan called on his government to prepare for all eventualities.
“Firstly, I asked our officials for an all out effort to gather information on this incident,” he said. “And secondly, I asked that they prepare for all eventualities.”
