Interim leader Rosa Otunbayeva says Kyrgyzstan has adopted a new constitution establishing a parliamentary democracy, in a referendum that saw a turnout of over 65 per cent.

It means the country will become the first parliamentary democracy in central asia.

The interim authorities have pressed ahead with the vote despite horrific clashes between minority Uzbeks and majority Kyrgyz earlier this month that killed hundreds and sparked fears the country faced collapse.
