A notable absentee from the euro zone meetings was Germany’s finance minister, Wolfgang Schaeuble.
Although he travelled to Brussels for the summit he had to be taken to hospital on arrival after apparently reacting badly to medication he had taken on Saturday.
The 67-year-old has been confined to a wheelchair since he was shot and nearly killed by a mentally ill man in 1990.
Many were surprised when Schaeuble was named finance minister last October.
The fact that he had to be hospitalised at such a crucial time is likely to fuel the debate in Germany about his ability to steer Europe’s largest economy.
He was replaced at the meeting by Interior Minister Thomas de Maiziere.
