It is a lead of just 3.48 percentage points. Ukraine’s electoral commission says with 100 percent of votes counted after the weekend presidential run-off, Viktor Yanukovich is the winner.

Opposition leader Yanukovich won 48.95 percent of the vote, while Prime Minister Yulia Tymoshenko won 45.47 percent.

Even though Tymoshenko has refused to concede defeat, Yanukovich supporters have been out celebrating his political comeback.

They have been given the backing of overseas monitors who say the election was mostly free and fair.

Tymoshenko is promising a legal challenge, however.

It is a humiliting defeat for her, having helped to push aside Yanukovich in the Orange Revolution of 2004.
