Haitian police are yet to say whether charges will be laid against 10 Americans arrested on suspicion of trying to smuggle children out of the country.
The group from an Idaho-based charity was stopped at a border crossing with the Dominican Republic with 33 children.
They are accused of not having proper documents, but they claim it is a bureaucratic mix-up.
There is also a row over the halt of US-run medical evacuations, with Washington under pressure to find a solution.
Haitian Health Minister Alex Larsen said: “There are injured people with financial means and they have organised their own evacuations themselves to Santo Domingo, Miami, and even Martinique.”
The row is over where to treat injured Haitians and who should pay. The governor of Florida, where hundreds of patients have been flown, is asking the federal goverment to share the burden of treating those seriously injured.
