The secretary general of NATO has said the operation in Afghanistan must not fail.In a speech to defence ministers in the Polish city of Krakow Jaap de Hoop Scheffer called for a civilian as well as a military solution to the conflict. His words came as the US urged European allies to do more in Afghanistan. “We should not be under any illusions that there is a military solution in Afghanistan, that we need more forces, absolutely because security and stability is a precondition for reconstruction and development, how shall I phrase it: the nexus between the military part and the civilian part. We can do better there I think, we can do better there and we should do better there,’‘ said the Nato Secretary General. Despite frustration in the US and UK over European reluctance to offer more assistance, analysts are predicting only a minimal increase in their troop commitments. Outside the conference hall around 500 anti-war demonstrators gathered to vent their anger at the organisations Afghanistan mission.
