The current German ambassador to the United Kingdom has been named as Europe’s representative at negotiations on the future of Kosovo. Wolfgang Ischinger is an acknowledged expert on the Balkans. United Nations’ hopes of resolution on the future of Kosovo stalled in the face of a Russian veto, raising the possibility of the ethnic-Albanian province of Serbia declaring unilateral independence. The European Union said that would shatter its fragile unity on the fate of the province, and urged Kosovo and Serbia to compromise, and re-start talks.
