Guido Sacconi is the rapporteur for REACH; he guided the legislation through all the institutional steps. A member of the parliament’s socialist group, he is robustly optimistic about the law’s potential. He said: “When the directive is fully in application, consumers will be certain that all goods – from shirts to pens – everything we use will be subject to a process that will make products safer.” Among REACH’s severest critics, Marie Anne Isler Beguin, with the Green party, calls the results of a long struggle a poor show. She said: “We find it completely unacceptable. We consider it could have been taken further, to have a veritable REACH serving our citizens, and serving to transform the toxic polluting chemicals industry into a Green chemical industry.” An EU industry sales figure of 586 billion euros in 2004 ranks the EU the leading chemicals producing area in the world.
