Police said the men were believed to have been manufacturing explosives for use in a series of attacks, whose precise target has not been revealed. They were arrested in the city of Odense and are being held under anti-terrorism laws introduced in the wake of the 9-11 attacks in the United States. “One person had a native Danish background,” said Danish Justice Minister Lene Espersen. “The others have outside ethnic backgrounds. But most are Danish citizens and this is what I find the most scary. These are people with tight connections with Denmark and yet who’ve come a long way planning an act of terror.” Police said the arrests followed a long surveillance operation.
