The Foreign Ministers of Serbia and Montenegro have agreed to a protocol on diplomatic relations in Belgrade. Serbia recognised Montenegro’s independence last week, 12 days after the region voted to break-away in a referendum.

“Policy, parties, authority, opposition, victory, and life itself is changing,” said Serbia’s Foreign Minister, Vuk Draskovic. “But the special and good relations between us must not change.” “This has historic significance,” said Montenegro’s Foreign Minister, Miodrag Vlahovic. “We are together again in the way that lets us be equal, to be there for each other as always.” Serbia and Montenegro had been in a formal union since 1918. Also on Thursday Montenegro joined the OSCE, the Organisation for Security and Cooperation in Europe.
