High on the to-do list at a summit which carries through into this Wednesday was putting the seal on a hard-fought accord relaxing the Stability Pact — designed to underpin the euro; mission accomplished.

But now the heads of state and government are working against the clock on another front… Opposition to the EU constitution has grown alarmingly in France, in part because of moves to open up the services sector. The leaders need to send EU citizens a clear signal to reassure them on this. Prime Minister Jean-Claude Juncker of Luxembourg, currently holding the rotating EU presidency, is chairing the summit. The 25 leaders must also turn their attention to giving the bloc’s economy new vigour.
