Spanish MPs honour victims of 11-M

Members of the Spanish Parliament observed a minute’s silence to honour the victims of the Madrid train bombing. Earlier, Spain’s King Juan Carlos met the UN Secretary General Kofi Annan, who is in Madrid to deliver a keynote speech at the closure of the International Conference on Democracy, Terrorism and Security.

He will tell the gathering of world leaders and security experts that they need to quickly find and agree on a “clear definition of terrorism.” Annan is expected to say that international police cooperation must be improved while greater efforts must equally be made to respect civil liberties or human rights.

The European Commission President, Jose Manuel Durao Barroso is also attending the summit along NATO’s Secretary General, Jaap de Hoop Scheffer.
